APR Score Highlights Progress for SJSD
(February 1, 2019) -- The Missouri Department of Elementary and Secondary Education released its Annual Performance Report (APR) this week, and the St. Joseph School District’s overall score increased by nearly five percent over last year.
The District scored 91.2% on the 2018 APR, earning 109.4 of 120 points possible.
The APR offers a comprehensive overview of school districts statewide through the Missouri School Improvement Program (MSIP 5). The APR evaluates school districts on academic achievement, subgroup achievement, college and career readiness, attendance and graduation rate.

“For the first time, the SJSD posted a 3.1% overall improvement in attendance. This is the best performance the district has ever earned,” said Dr. Kendra Lau, Director of School Improvement. “In previous years the district has suffered a severe chronic absenteeism issue that contributes to both the academic and social success of students. Reducing chronic absenteeism is a continued focus of the district as it is critical for students' academic and postsecondary success.”
The District’s social studies scores show a 3.2% increase in proficiency reflecting tremendous progress from last year.
“Growth is our goal. It is important that our students grow in their learning each year,” said Dr. Marlie Williams, Assistant Superintendent of Academic Services. “With our focused efforts over the last two years to improve our outcomes, this is a positive step for the district.”
The SJSD's postsecondary placement measure increased by 5.1% from 2017. This is the highest overall postsecondary percentage ever posted by the district.
“This means 89.3% of SJSD students are finding jobs they were trained for in the district, attending two- or four-year postsecondary institutions, or joining the military after they graduate,” added Lau.
The SJSD acknowledges a decrease in the math and English Language Arts scores posted this year. However, as DESE noted, the 2018 MAP scores in those areas cannot be accurately compared with previous years. The tests were completely new tests and set a new baseline for measurement going forward.
“Even though the new state assessments make comparisons to previous years difficult in some areas, we can still review the scores from comparable districts to get a better understanding of their performance and use that data to guide planning for improvements in the SJSD,” said Lau.
Science test scores are not included in the APR or MAP results. Instead, students took a field test in the in the spring of 2018 which is also different than previous years.
“I’m encouraged to see our district’s APR score improve. While we recognize that we still have work to do, this is a positive step for our district,” said Williams.
All public school district and charter school MAP and APR data can be found by accessing DESE’s comprehensive data system portal here. First-time users are encouraged to watch a brief tutorial to assist with recent updates to the portal design.
Missouri School Improvement Program ResultsThe Missouri School Improvement Program (MSIP) is the state's school accountability system used to review and accredit public school districts in Missouri. Annual Performance Reports (APRs) are provided for every public school district each year. The APR is comprised of scores for each of the MSIP 5 Performance Standards:
(1) Academic Achievement, (2) Subgroup Achievement, (3) College and Career Readiness, (4) Attendance Rate, and (5) Graduation Rate. The maximum number of points that a school district can earn in 2018 is 120, and the APR is reported as a percentage of the total points earned by the district.
